
Many small yet effective Civil Society Organizations (CSOs) in Kenya are unable to meet prerequisite demands of Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) in terms of technical content of their proposals. Others have never been sensitized as to the expectations of the process of GFATM. GFATM has stated that it does not have capacity to provide technical assistance on individual proposals.
Without coordination many applications for funding will propose a response that is at once duplicitous in some areas and deficient in others. Commentators have suggested need for Technical Assistance provision between intended principle and sub-recipients of GFATM awards. GTZ has been a strong supporter of KECOFATUMA in the organization's efforts to provide technical assistance e.g proposal writing not only for GFATM but for other funding opportunities as well; capacity building that will facilitate efficacy in programme implementation, tracking and reporting - with great improvements laready being noticeable by the increasing number of competent and viable local and rural-based organizations.
