ActionAid International-Kenya partners with KECOFATUMA.

The vast majority of registered CSOs are based in rural areas or urban slums, which are less developed and bear the burden of poverty. Few people are able to access needs like education and health. Many of the workers and conveners of CSOs, with wholly noble intentions and the strongest links to the community are themselves, victims of poverty and as such, are often lacking the ability and capacity to mobilize and utilize resources efficiently. Action-aid International-Kenya supported KECOFATUMA to implement "capacity building of grassroots Civil Society Organizations for resource mobilization, increase information flows and training materials."
The toolkit, which also comes with its CD, covers the following sections:A culmination of these community-based activities saw the launch of "The Capacity Building Toolkit for Civil Society Organizations", held in three regional launches countrywide. The launch was organized by KECOFATUMA Secretariat in coordination with the Regional Community Owned Resource Persons (CORPS), again with support from Action-aid Kenya. The goal of the launches was to give an over view of the toolkit and its sections and also to disseminate the toolkit to the members, whilst generating interest in key issues within the civil society that require attention; these being Monitoring & Evaluation; Good governance; Effective fund-raising, Networking & development of collaborative partnerships. The specific purpose of the launch was to advance the knowledge and skills of the members for effective project design, implementation and monitoring and evaluation.- Effective governance
- Guidance in forming effective partnerships for joint implementation of activities and resource sharing
- Effective fund-raising strategies and proposal writing
- Monitoring and evaluation
The launch objectives were to:
- Initiate the discussion of the toolkit
- Clarify operational definitions of key concepts: M & E, donors, guidelines
- Clarify the role of the toolkit with respect to the implementation of projects
- Clarify the formats used in the toolkit
- Demo CD ROM presentation on the toolkit
- Reactions from members to inform priority areas for additional research

International AIDS Vaccine Initiative (IAVI) partners with KECOFATUMA
The International AIDS Vaccine Initiative (IAVI) saw the need to partner with and share information on vaccine trials by using the already existing and adequate infrastructure that KECOFATUMA has on the ground. IAVI has been involved in the development of a safe and effective HIV/AIDS vaccine. IAVI realized that community support is important in the clinical trial of HIV/AIDS vaccine. This requires community involvement and expanded outreach. IAVI, working with KECOFATUMA hopes to raise awareness and build a sound basis for its' next phase of clinical trials before the trials begin.

Family Planning Association of Kenya (FPAK) partners with KECOFATUMA
Since its inception in 1962, Family Planning Association of Kenya (FPAK) has played a leadership role in the area of reproductive health including planning. The Association enjoys government support and has successfully worked with the government to improve the health status of people. With the emergency of the HIV/AIDS pandemic, the Non-Governmental Organizations (NGOs) and community Based Organizations (CBOs) also look up to the Association to provide a leadership role and guidance in reproductive health with a focus on HIV/AIDS. The Association in response to complaints from NGOs regarding the management of the funds took a leading role in the formation of the Kenya Consortium for Fighting AIDS, Tuberculosis and Malaria (KECOFATUMA).

GTZ partners with KECOFATUMA  Many small yet effective Civil Society Organizations (CSOs) in Kenya are unable to meet prerequisite demands of Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) in terms of technical content of their proposals. Others have never been sensitized as to the expectations of the process of GFATM. GFATM has stated that it does not have capacity to provide technical assistance on individual proposals. Without coordination many applications for funding will propose a response that is at once duplicitous in some areas and deficient in others. Commentators have suggested need for Technical Assistance provision between intended principle and sub-recipients of GFATM awards. GTZ has been a strong supporter of KECOFATUMA in the organization's efforts to provide technical assistance e.g proposal writing not only for GFATM but for other funding opportunities as well; capacity building that will facilitate efficacy in programme implementation, tracking and reporting - with great improvements laready being noticeable by the increasing number of competent and viable local and rural-based organizations. Capacity building programme for CSOs on GFATM Supported by GTZ, this is an activity that KECOFATUMA is currently carrying out that is meant to target organizations that are possibly eligible for GFATM. Especially those that managed to submit proposals for GFATM round 6. These activities are targeted at seeing how to best capacity build organizations that are potential GFATM implementers by ensuring that if they succeed in getting the funds that they would support the evidence-based and result- orients type of reporting that the GFATM requires and the proper absorption of funds in an accountable manner.

National AIDS Control Council (NACC) partnership with KECOFATUMA Kenya has consistently been unable to meet demands of Global Fund in terms of technical content of proposals. Also, Global Fund has stated that it does not have capacity to provide technical assistance on individual proposals. KECOFATUMA, through a National Conference provided technical support and assistance to 400 community groups. Majority of these are small yet effective, less resourced civil society organizations in remote areas.

ActionAid International-Kenya "Last Partners" Forum
On 06th December 2005, KECOFATUMA hosted ActionAid International-Kenya Last Partners' Forum in our offices. The theme for the forum was "Gauging our success and/or measuring our impact". The forum was attended by ten ActionAid partners. During the forum, different M&E methods used by ActionAid partners and how they can be improved were discussed in detail. Each partner made a presentation on their organizations M&E methods and tools/indicators. ActionAid International-Kenya believes that the forum will enhance their planning and budgeting processes as they incorporate stronger M&E component in their programmes/projects. World Health Organization Africa Region 3 by 5 Evaluation 2004-2006 In line with the terms of the Canadian International Development Agency (CIDA) grant agreement, WHO and CIDA commissioned an external evaluation to measure the progress in implementation of the programme of work at global, regional and country level. Kenya had been selected as one of the sample evaluation countries and a team of 3 consultants arrived in the country for the evaluation. The evaluation team expressed interest to meet officials of KECOFATUMA and on 28th September KECOFATUMA hosted one of the consultants Anne Skjelmerud from Norway. The consultant interviewed the officials on our members' knowledge on the 3 by 5 initiative, whether the concept was well understood, how far the country had gone in the realization of the initiative and constraints and challenges in the realization of the initiative.

Chinese Delegation to Kenya NGOs On 10th November, KECOFATUMA through the National Aids Control Council (NACC)hosted a Chinese delegation to Kenya NGOs. The visiting Chinese delegation was in Kenya for a study tour to observe and learn about the strategic management and coordination of Kenya's national HIV/AIDS program. During the visit, we held discussions on the level of NGO involvement, community focus, funding and linkages between prevention, care and treatment.
